The Illinois Office of the Comptroller is seeking applicants for the position of  Business Analyst-Systems Administration (Public Service Administrator).

The Comptroller is the chief fiscal control officer for the Illinois government, charged by the Constitution with maintaining the state’s central fiscal accounts and ordering payments into and out of the appropriate funds. The office processes more than 16 million transactions annually and serves as a “fiscal watchdog” to ensure that all state payments meet the requirements of the law. The Comptroller’s office provides meaningful and timely fiscal information to help state policymakers adopt effective policies. The office continually seeks new ways to improve how it serves the public. The Comptroller has updated and streamlined the Comptroller’s website and has led the process of updating the state’s payroll and accounting systems. Comptroller Mendoza is committed to running the Office of Comptroller as a financial watchdog for the interest of Illinois citizens and to installing the most modern and transparent systems to make the state’s financial information available to all. 

Major Function

Under administrative direction form the Senior Public Service Administrator(SPSA)-Systems Administration, monitors the system integrity of the production and test regions of the Office of Comptroller State Accounting financial systems including Statewide Accounting Management System (SAMS), Payroll, Retirement, Data Warehouse and other interfacing applications. The incumbent researches problems, reviews and runs system assurance processes, monitors problem resolution, asssits with reviewing changes to IOC systems to ensure compatibility when integrated with all systems, develops functional designs for implementation of changes and enhancements to IOC applications. The Public Service Administrator assists with the preperation of policy and procedural changes to update existing manuals, and assists with the development of training material for internal and external users on IOC cahnges and operations.

Job Responsibilities

• Monitors and reports on the running of processes in the production and test environment
  • Partners with SPSA to recommend resolutions that may involve corrective entries, system changes, interim solutions, and/or information for internal and external users
  • Assists with the review and evaluation of designs and user acceptance test scripts and results for correction or enhancements to IOC application systems; makes recommendations as needed
  • Completes system testing
  • Develops functional designs to document necessary program changes and enhancements

• Assists with the evaluation of system integrity ona daily basis by reviewing system assurance reports and data exceptions reported through processing
  • Assists with the review of warehouse extracts and balances input to output for certain processes
  • Assists with balancing monthly reports to ensure accuracy prior to distribution to users

• Responds to complex SAMS questions from internal and external users

• Monitors the availability of SAMS and advises internal and exteranl users

• Assists with State Accounting application configuration management, and workflow management
  • Responds to data query requests
  • Manages regular cadence jobs or tasks within State Accounting systems
  • Maintains process and procedure documentation

• Assists in the development or presentation of training on IOC system changes
  • Reviews procedures and makes necessary changes pursuant to changes implemented

• Performs other related duties as required or assigned which are reasonably within the scope of duties defined above

Miimum Requirements

• Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with course work in accounting, auditing, business administration or computer science.

• Requires three (3) years of progressively responsible administrative experience in accounting or auditing using electronic accounting systems, or any equivalent combination of training and experience.

Preferred Qualifications

• Prefers a Bachelor's degree in Accounting, Accounting Information Systems, Information Technology, Management Information Systems, or a similar program of study.

Knowledge, Skills and Abilities

• Requires extensive knowlwdge of public and business administration, principles and practices.
• Requires extensive knowledge of office programs and service objectives, activities and operational systems.
• Requires ability to express ideas clearly both orally and in writing.
• Requires ability to develop and maintain satisfactory working relationships with employees, legislatures, judicial and executive branch officials, other office representatives and the general public.
• Requires thorough knowledge of laws, administrative rules, regulations, procedures and policies governing the Office of Comptroller and the interpretation, implementation and application of such laws.
• Requires ability to plan and prioritize complex projects and to manage them from conception to conclusion, including indentifying and resolving problems to ensure accuracy and timelines.
• Requires ability to develop and mange an office program and analyze problems and adopt an effective course of action.
• Requires ability to exercise judgment and discretion in developing,implementing and interpreting departmental policies and procedures.
• Requires thorough knowledge of personal computers and software.
• Requires thorough knowledge of accounting and auditing procedures and the ability to analyze, develop and revise complex accounting transactions.
• Requires ability to exercise sound judgment in analyzing, evaluating and solving problems of a difficult procedural, administrative and/or technical nature.
• Requires working in a team environment.
• Requires ability to construct conclusive reports with clarity and precision and to present information clearly and persuasively to management groups.
• Requires ability to exercise a high degree of initiative and resourcefulness in the development and completion of work projects.
• Requires knowledge of or ability to learn Microsoft Access, SQL Server Studio, or similar technical query applications.
• Requires ability to train adults on computer system usage.
• Requires extensive knowledge of good internal controls for accounting systems
• Prefers government financial accounting management systems experience.
• Prefers experience in reporting or system analysis.
• Prefers experience supporting financial systems or software. 
• Prefers knowledge of electronic information systems including mainframe database systems.
• Prefers knowledge of the theory and application of generalized and integrated systems design and development methodology.

Additionally, this position will annually accrue 12 paid sick days, a minimum of 12 paid vacation days, 4 paid personal days, and be afforded 14 paid state holidays, prorated based on start date.
