Overview Position Overview Located at the project location, the Area Quality Operations Manager is responsible for the development, implementation, and management of a contract-specific Project Quality Plan (PQP) and all other quality related functions necessary to deliver the project fully compliant with the contract documents. The AQOM is the chief quality representative on the project and has full stop work authority for matters related to quality. The PQM is a member of the project management team and must be able to work with minimal supervision, interact professionally with the project team and client personnel, communicate effectively, manage a diversified workload, and lead quality management on the project. Location Location: May be located at a Kiewit Nuclear Solutions (KNS) project site or KNS District offices. Responsibilities Manage the development and implementation of a contract-specific Project Quality Plan (PQP). Review and approve subcontractor quality plans to ensure compliance with contractual requirements. Ensure quality staff is adequately assigned, trained, and qualified to execute the PQP and that all project staff have access to the appropriate quality resources. Responsible for the implementation and oversight of a Nuclear Quality Assurance Program in a construction environment, including issues management, nonconformance reporting, subcontractor oversight, internal assessments/audits, causal analysis, commercial grade dedication, inspections, procurement oversight, and commissioning and turnover. Lead and mentor junior QA/QC personnel to develop and reinforce correct behaviors. Maintain a positive, collaborative relationship with the Client team while understanding their requirements and reinforcing a nuclear safety culture. Interpret quality standards and regulatory requirements and define implementation strategies. Collaborate with district quality management to ensure consistent implementation across the company. Coordinate and perform causal analysis investigations on project-related issues. Coordinate and perform QA audits and assessments on the QMS, PQP, subcontractor quality plans, and other processes / procedures; document findings and implement effective Corrective Actions. Analyze findings to identify trends that could pose risks; work with the project management team to develop mitigation strategies. Promote Continuous Improvement and timely reporting of conditions affecting the project. Engage in operation planning sessions, providing a Quality perspective and ensuring that Inspection and Test Plans (ITP) are developed for all operations. Ensure quality documentation required for project turnover is completed, compliant with contractual requirements, and stored in an organized manner. Speak and/or present at meetings to promote quality goals and discuss issues. Perform routine performance reviews with all project Quality staff. May perform other duties as assigned. Qualifications A four-year degree (preferred in engineering, science, or technical field) plus ten (10) years of nuclear quality experience in a DOE or NRC environment is REQUIRED. Thorough knowledge of Nuclear Quality Management Systems (QMS) and experience in the nuclear market, EPC contractual models. Broad working knowledge of trades, disciplines, inspection and testing techniques; familiarity with nuclear codes, standards, and jurisdictional requirements (ACI, AWS, ASME, ASTM, EPRI, NRC, DOE, etc.). Self-starter with strong organizational, managerial, and leadership skills; ability to manage teams and meet deadlines. Strong verbal and technical writing skills; ability to communicate to craft personnel, management, and client teams. NQA-1 qualified lead auditor or ability to qualify within 1 year (highly desirable). Experience performing and managing the commercial grade dedication process. ASQ CMQ/OE or similar certification recommended; additional certifications from AWS, ACI, ASNT, ASQ, NACE, etc. are advantageous. Current or previous experience in Nondestructive Testing is recommended. Ability to access all points of a construction site in various climates and environments. Ability to relocate/travel to project locations as required. Compensation Base Compensation: $219,000/yr - $230,000/yr (Actual compensation is subject to variation due to such factors as education, experience, skillset, and/or location.)
